State of Colorado Sets 3 % Procurement Goal for SDVOSBs
The Colorado Office of the Statewide Equity Office announced a formal 3 % procurement-spend goal for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under the state’s supplier-diversity program. Eligible veteran-owned firms must be verified through the SBA and maintain operational presence in Colorado to count toward this target.
By codifying a spend target specifically for SDVOSBs, Colorado’s policy offers a clearer signal to veteran-entrepreneurs: procurement opportunities are being intentionally structured and states are becoming active buyers of veteran-business capabilities. Veteran-owned firms can use this as intelligence for how to position themselves, identify state buyers and build networks aligned with veteran-supplier frameworks.
This procurement goal exemplifies how veteran-business strategy is evolving—veteran-entrepreneurs are now expected not just to qualify as veteran-owned, but to be contract-ready, network-connected and strategically aligned with procurement goals at state and local levels.
